It should now look similar to this.

If you are using the maskround included in the zip, it should be open in
PSP. With your Tiles Layer highlighted in the Layer Palette, click on
Layers> New Mask Layer> From Image. In the dropdown box, find maskround.
Source luminance should be checked. Click OK. You now have this. Copy
merged.

Open a new 400 X 300 transparent canvas. Paste as a new layer. If you are
using the Lyons tube, Image> Resize – Height = 250 Pixels with Lock
Aspect Ratio checked. Copy and then Paste as a New Layer over your
tiles. If you are using a different tube, just resize so that it looks
nice in front of your background.
Add a drop shadow to your tube. I used V,H = 2, Opacity = 65, Blur = 5.
But you might need to experiment to get the look you want. Flood fill
Raster 1 with white. You can experiment with the opacity of the tiles
layer. I lowered it to 64% for this tag, but it often looks nice
left at 100%.

Using the font of your choice, type your text.
I used MA Sexy font, Vector, 48 pt. Stroke = 0 in
Black. I used a white drop shadow.
Move your tubes and text into place.
Add copyright info. Save as a jpg. And you are all finished!
Here is another look for this background using only 2 colors and a
different mask.
