This tutorial is written for Jasc Paint Shop Pro 8.  I have been told that, unfortunately, this method may not work in PSP7.  Get a free 30-day trial here.  You will also need a small tube to use in the center of your text.  Choose your own or use my bear.  If you use my bear, you are agreeing to use him for this tutorial only.  He may not be shared with a group, offered for download, added to a gallery, used for commercial purposes or claimed as your own.
1.  Begin by opening a new canvas.  File > New.  Width and Height = 400, Raster background, Transparent Checked.  Open the bear also.

2.  Press Ctrl-C to copy the bear.  On your new canvas, press Ctrl-L to paste as a new layer.  Close your original image.

Now you have 2 layers.  Raster 1 is empty and Raster 2 with your bear in the center.

3.  Now select your Preset Shape Tool.

Use the following settings.

Choose any color for your Foreground color (we will be deleting it later) and set the background color to Null.

Start above and to the left of your graphic.  Click and then drag a circle from the upper left to the lower right.

If your circle doesn't suit you, grab the handles (little red squares) and drag them until you like the shape.

Then click Selections > Select None.

4.  Now we are going to draw a larger circle evenly around the first one.  You can use the same color or a different one.  It doesn't matter since we will be deleting them both later. 

This time start on the lower left and drag towards the upper right.

Again, you can grab the handles and readjust your circle until it is the way you want it.  Make the space between the two circles about the same that the height of your text will be.

When you finish, click Selections > Select None.

5. Now select your Text Tool.  It looks like an A.  Select your font.  I used Bisque, but you can choose any font that you like.

Be sure that Floating is selected and Alignment is Center.  Choose the color that you want your text to be as the Background color.  Set the Foreground color to Null.

6.  Now we are going to type the upper half of your text.  Hold your cursor over the top center of the inside circle.  You will see your cursor turn into an A with a half circle under it.

Click and start typing in the text box.  Then click Ok.  Your text will have marching ants around it.

Selections > Select None.

7. In your layer palette, you now have 4 layers.  Highlight your vector layer again by clicking on it.

Now hold your cursor over the center bottom of the outside circle.  You will again see the A with the half circle.

Type the lower half of your text.  Click OK.  Selections > Select None.

Go back to your Layer Palette and highlight Vector 1 again.  We are done with our circles.  So Right Click on your Vector layer in your layer palette and Delete the layer.  Layers > Merge > Merge Visible.  Add a drop shadow and background color if you would like.

And you are done!
