Your completed Bear outline should look like this.

Change your Foreground color to #7C5A2E (Color Chart #2).  Use your Flood Fill Tool with the following settings.

Flood fill the head, ears, body, arm and leg.  Your bear should now look like this.

Use your Magic Wand tool with the following settings.

Click inside the bear's head.

 Selections > Float (or Ctrl-F)

Effects > 3D Effects > Cutout
Use these Settings:  (Shadow color is Color Chart #1)

Selections > Select None. (or Ctrl-D)

Use your Magic Wand with the same settings to click inside one of the ears.  Hold down the Shift key and click inside the other ear.  Selections > Float.  Effects > 3D Effects > Cutout.  Use the same settings, except change the Blur to 4.

Use the same process for the Body.  Change the Blur to 8.

Repeat for the Arm with a Blur of 8.

Same process for the Leg.  Change the Blur to 12.

Zoom in on your bear's face.  Click on your Brush tool and use the same settings as before.  Change the Foreground color to Black #000000.  Add his Eyes, Nose and Mouth following the diagram. If you make a mistake, Press Ctrl-Z to Undo and try again.

Add a new Raster Layer.

Change your Brush Shape to Round and your Brush Size to 5.  Change your Foreground Color to #D06467 (Color Chart #3)  On your new layer,  Click one time on each of the Bear's cheeks.  It doesn't have to be exactly in the same place as mine.

Adjust > Blur > Gaussian Blur.  Radius = 3.   Layers > Merge > Down.

Add a new Raster Layer.  Change your Brush Tool size back to 1.  Change your Foreground color to White #FFFFFF.  On your new layer, click twice to make 2 dots on the nose.

Adjust > Blur > Gaussian Blur.  Radius = 1.   Layers > Merge > Down.

Now we just have to add the finishing touches.
